added WebDAV access to filemanager, use the following URL:

- konq: webdav://localhost/egroupware/filemanager/webdav.php/home
- win: http://localhost/egroupware/filemanager/webdav.php/home
You can now you drag and drop to updload files or complete folders and you can edit files directly in the filemanger

changed ACL code to use standard get_grants method from the acl-class, the existing coded tried it on it's own and failed if directories were owned by a group

reworked the vfs_sql class to use the new db-functions, all quoting for the db is now done by them.This fixes some MaxDB problem, which should be a problem at least for postgres as well.

Fix the bug: Fail to create text files that contain multibyte
...
characters in filemanager, for exmaple, files that contain Chinese
characters.
Reason for producing the bug: One parameter of "fwrite"
is "strlen ($data['content'])". To multibyte character, "strlen" can
not return its actual length. So "fwrite" cannot write all characters
to the created file.

vfs_sql::mkdir creates missing base-directories (like /home, when createing /home/<user>) now automaticaly and updates the directory content if the directory already exists.

Several fixes in this commit because the switch from sf to savannah had to come from a day old copy of our cvs tree. Much was fixed including email being fixed for PHP3 compatibility, skeeter updated all the setup.inc.php files to say they would be comaptible with the new API version, ceb made fixes to the projects app based on newly submitted bug reports. Im sure there are more but I dont know all the details. Oh, I did add a print_r() to the php3 support files.

one big irritation was that the pwd() function would return an extra space at the end of the directory name. This shouldn't have occured, because spaces are not allowed as the first/last character of the name.

Hopefully I didn't screw anything up. Changed over to use GLOBALS, and alot of coding stds. Also, found a little problem with the filesize field. Trying to get the value, prior to having it filled in the database. Always returning '0'.
