Update crossterm/ratatui/dev-reedline (#10137)

# Description
This updates most crates to 0.27 `crossterm`.
To do so we need the most recent `ratatui`

`reedline` can now update as well.

Sadly this introduces some crate duplication again as there are some
other dependency updates.
Furthermore we have another crate depending on 0.26.1 crossterm
(`comfy-table` that some how gets pulled in by polars)
