Replace the old encode base64 and decode base64 with new-base64 commands (#14018)

Maybe we can deprecate `encode new-base64` and `decode new-base64`
first, to make the code clean and simple I'd rather remove the old
`encode base64` and `decode base64` and replace them with the `*
new-base64` commands.

Bump base64 to 0.22.1 (#12757)
# Description
Bumps `base64` to 0.22.1 which fixes the alphabet used for binhex
encoding and decoding. This required updating some test expected output.

Related to PR #12469 where `base64` was also bumped and ran into the
failing tests.

Bug fix, but still changes binhex encoding and decoding output.

Updated test expected output.

Clean up tests containing unnecessary cwd: tokens (#9692)
# Description
The working directory doesn't have to be set for those tests (or would
be the default anyways). When appropriate also remove calls to the
`pipeline()` function. In most places kept the diff minimal and only
removed the superfluous part to not pollute the blame view. With simpler
tests also simplified things to make them more readable overall (this
included removal of the raw string literal).

Work for #8670

Deprecate hash base64, extend decode and add encode commands (#5863)
* feat: deprecate `hash base64` command

* feat: extend `decode` and `encode` command families

This commit
- Adds `encode` command family
- Backports `hash base64` features to `encode base64` and `decode base64` subcommands.
- Refactors code a bit and extends tests for encodings
- `decode base64` returns a binary `Value` (that may be decoded into a string using `decode` command)

* feat: add `--binary(-b)` flag to `decode base64`

Default output type is now string, but binary can be requested using this new flag.

Improve md5 and sha256 code (#3841)
* Refactor Hash code to simplify md5 and sha256 implementations

Md5 and Sha256 (and other future digests) require less boilerplate code
now. Error reporting includues the name of the hash again.

nu-cli refactor moving commands into their own crate nu-command (#2910)
* move commands, futures.rs, script.rs, utils

* move over maybe_print_errors

* add nu_command crate references to nu_cli

* in commands.rs open up to pub mod from pub(crate)

* nu-cli, nu-command, and nu tests are now passing

* cargo fmt

* clean up nu-cli/src/prelude.rs

* code cleanup

* for some reason lex.rs was not formatted, may be causing my error

* remove mod completion from lib.rs which was not being used along with quickcheck macros

* add in allow unused imports

* comment out one failing external test; comment out one failing internal test

* revert commenting out failing tests; something else might be going on; someone with a windows machine should check and see what is going on with these failing windows tests

* Update Cargo.toml

Extend the optional features to nu-command
