Change adds regex separators in split rows/column/list. The primary
motivating reason was to make it easier to split on separators with
unbounded whitespace without requiring a lot of trim jiggery. But,
secondary motivation is the same as the set of all motivations for
adding split regex features to most languages.

This seems unrelated to my changes, but can investigate further if
desired.

* remove mod completion from lib.rs which was not being used along with quickcheck macros

* comment out one failing external test; comment out one failing internal test
* revert commenting out failing tests; something else might be going on; someone with a windows machine should check and see what is going on with these failing windows tests
* Update Cargo.toml
Extend the optional features to nu-command
