add start_time to ps -l on macos (#14127)
# Description

This PR adds `start_time` to the MacOS `ps -l` command. Was requested in
discord. `start_time` is displayed in `Local` time.

We allow ourselves to move some of the commands in nu-command to nu-cmd-* crates as needed.

Internal Nushell crate

This crate implements components of Nushell and is not designed to support plugin authors or other users directly.
