Make FromValue take owned Values (#10900)
# Description
Changes `FromValue` to take owned `Value`s instead of borrowed `Value`s.
This eliminates some unnecessary clones (e.g., in `call_ext.rs`).

# User-Facing Changes
Breaking API change for `nu_protocol`.

nu-protocol

The nu-protocol crate holds the definitions of structs/traits that are used throughout Nushell. This gives us one way to expose them to many other crates, as well as make these definitions available to each other, without causing mutually recursive dependencies.
