Adds `random choice` suggested in #16241.

# User-Facing Changes

New `random` module in `std-rfc` with the `choice` subcommand.

# Tests + Formatting

Unsure how do to do tests. Sampling and a histogram should be enough,
but they'll be non-deterministic.
