Use with-env to avoid calling external command on invalid command (#8209)

My terminal emulator happens to be called `st`
(https://st.suckless.org/) which breaks these tests for me

# Tests + Formatting

- `cargo clippy --workspace -- -D warnings -D clippy::unwrap_used -A
clippy::needless_collect` to check that you're using the standard code
style
- `cargo test --workspace` to check that all tests pass
