Fix potential panic in ls (#14655) 
# Description

Fixes a potential panic in `ls`.

# User-Facing Changes

Entries in the same directory are sorted first based on whether or not
they errored. Errors will be listed first, potentially stopping the
pipeline short.

We allow ourselves to move some of the commands in nu-command to nu-cmd-* crates as needed.

Internal Nushell crate

This crate implements components of Nushell and is not designed to support plugin authors or other users directly.
