Uses b2_list_file_versions to retrieve all file versions, and returns
the one that was active at the specified time
This is especially useful in combination with other backup tools, such
as restic, which may use rclone as a backend.
Includes adding support for additional size input suffix Mi and MiB, treated equivalent to M.
Extends binary suffix output with letter i, e.g. Ki and Mi.
Centralizes creation of bit/byte unit strings.
With the file version format standardized in lib/version, `crypt` can
now treat the version strings separately from the encrypted/decrypted
file names. This allows --b2-versions to work with `crypt`.

I appreciate there may be decisions to make going forward about whether
command links should be code formatted, and using proper pretty url
links, but I have fudged that for now.
Update backend pages that do not support about with wording used
previously for ftp - it is in passive voice but I can live with it. (my
own wording and fault). The note is applied to a limitations section. If
one does not already exist it is created (even if there are other
limitations with their own sections)
This trivial patch adds a note about the minimum version of rclone
needed in order to be able to use multiple application keys with the b2
backend.
As Debian stable (amongst other distros) is shipping an older version,
users running rclone < 1.43 and reading about this feature in the online
docs may struggle to realise why they are not able to sync to b2 when
configured to use an application key other than the master one.

The `cleanup` command will delete unfinished large file uploads that
were started more than a day ago (to avoid deleting uploads that are
potentially still in progress).
