Before this change you could only configure the local backend flags which don't have the local prefix (eg `--copy-links`) with `RCLONE_LOCAL_COPY_LINKS`. This change makes `RCLONE_COPY_LINKS` valid too which is much more logical for the users. Fixes #3534
