Move ${SBINDIR}/shorewall6 to the Shorewall-core product 
- Default 'shorewall6' to 'shorewall6-lite' if that product is installed
  and 'shorewall6' is not.

- This insures that ACCEPT policy chains are optimized when EXPAND_POLICIES=No
