docs: Add README for xeventbind
It turns out that the README for the xeventbind PKGBUILD actually works
very well here. On another note, I've yet to figure out how exactly I
want to document PKGBUILDs.

Tari - My Arch Linux setup

Arch Linux, a GNU/Linux distribution, lets you build your own environment. Since you only install what you want, it is easy to customize and control.
