TRIAGE: add the `needs-triage` to all `ISSUE_TEMPLATE`s (#9023) as can be seen [here](https://github.com/nushell/nushell/labels?q=needs-), i've created the `needs-triage` and `needs-core-team-attention` labels. in this PR, i made the `needs-triage` a default label to all the issue templates :yum: 2023-04-28 09:27:01 +02:00			`labels: ['needs-triage', 'std-library']`
