fixed the following bugs:
```nu
# type following statements in the nushell
let f = 'f' $;
mut f = 'f' $;
const f = 'f' $;

# then remove variable f, it will panics
let = 'f' $;
mut  = 'f' $;
const = 'f' $;
```
