Target VimL upstream .sublime-syntax file (#1483)

* Target VimL upstream .sublime-syntax file

Upstream **VimL Syntax** has been updated
to include `.sublime-syntax` file instead of `.tmLanguage`,
therefore manually added `.sublime-syntax` is no longer needed

* Remove .bin changes
