Apply clippy fixes (#11770)
# Description Clippy fixes for [items_after_test_module](https://rust-lang.github.io/rust-clippy/master/index.html#/items_after_test_module) # User-Facing Changes <!-- List of all changes that impact the user experience here. This helps us keep track of breaking changes. --> # Tests + Formatting <!-- Don't forget to add tests that cover your changes.
