port post (#4537 )

This restores a basic version of the `post` command.
Some source types have been omitted from this first take.
I copied from `fetch` and from `post`@0.40.0.

post

Post content to a URL and retrieve data as a table if possible.

Usage

> post <path> <body> {flags}

Parameters

<path> the URL to post to
<body> the contents of the post body

Flags

-h, --help: Display this help message
-u, --user : the username when authenticating
-p, --password : the password when authenticating
-t, --content-type : the MIME type of content to post
-l, --content-length : the length of the content being posted
-r, --raw: return values as a string instead of a table
