cc935009ce Correct install problems under Cygwin
- configure.pl doesn't understand CYGWIN return from uname
- shorewall-core install.sh doesn't understand CYGWIN return from uname
- shorewall install.sh generates 'mkdir -p //etc/shorewall' which is
  broken under Cygwin
